(Bloomberg Opinion) -- Russian opposition leaders rejoiced at the forced resignation of Bolivian President Evo Morales, while the Russian foreign ministry branded it an “orchestrated coup.” The interest in the drama playing out so far from Moscow is understandable, and not just because Morales had handed lucrative projects to Russian state companies. In 2024, President Vladimir Putin faces the same choice that Morales faced this year — to obey the constitutional term limit or to sweep it aside and try to keep power.Bolivia has a long history of military coups and aborted presidencies. Carlos Mesa, the current opposition leader, resigned after two years as president in 2005 amid mass protests. That paved the way for the first electoral victory of Morales in December of that year. Lipocine said Monday the FDA said "nay" for the third time for its Tlando, an oral testosterone replacement therapy for use in adult males for treating conditions associated with hypogonadism, which is a deficiency of endogenous testosterone. The complete response letter, or CRL, issued by the FDA signaling the application cannot be approved in the present form, pointed to one deficiency — the efficacy trial not meeting the three secondary endpoints for maximal testosterone concentration. Lipocine initially submitted the NDA for Tlando back in 2015, although the FDA shot down the application the very next year on the grounds that there were deficiencies related to the dosing algorithm for the label....

Much further back, you will find the third-party certification of the company’s oil and gas reserves. Including the cover letter and two sets of signatures, this clocks in at 10 pages.If that strikes you as a tad unbalanced, consider the IPO of another state-owned energy behemoth, Rosneft Oil Co. PJSC. The third-party assessment of the Russian oil champion’s oil and gas reserves published in its 2006 prospectus runs to 135 pages, incorporating detailed field-by-field analysis of reserves, pricing and different scenarios. To be fair, Saudi Arabian Oil Co. has another 16 pages of more qualitative material on its upstream operations under the business-description section; on the other hand, that bit ran to more than 50 pages for Rosneft. True, Rosneft’s upstream business was a somewhat complicated affair...
